The projectile is still attached to the shell casing, meaning that the round has not been fired yet.

That said, it is possible to carefully remove the bullet from the shell casing, empty the explosive propellant, and then reinsert the bullet back into the now empty shell casing, though it is unlikely anyone would have gone to the trouble of doing that in this instance.
