What you have is obviously a boundary an embankment, like a retaining wall. Inside is packed with sand or gravel. More likely sand.

If that fake Engineer is actually a professional, the question he should be answering is
1. Is their a gravel bed before the concrete? What Size and thickness?
2. What is the strength of concrete used? C10, C20, C30, C40, C50. 3 feets of C10 concrete on a busy highway is as useless as sand pack.
3. Is there reinforcement bars to withstand longitudinal and lateral tension? Dave Umahi builds concrete roads mostly without rebars. Concrete as a material has good compressive strength and lack tensile strength so breaks apart under tension. So must be reinforced with steel rebars.

4. Are the expansion joints on the road. Everyday as the sun rises and sets temperatures of the concrete goes up in day and cools at night. Most materials including concrete expands and become longer with increase in temperature, but you do not detect this from merely looking at it. Without space for the concrete to expand and contract, it will buckle laterally and destroy itself with time. Am not sure Dave Umahi includes expansion joints in his concrete roads.

That thickness is not fully top-down. I know how that section was constructed. Normally, the road has a design profile that allows slopes from the "claimed" thick side towards the opposite side, which is the shoulder to throw water from the main road.

Now, I'm not disputing the standard engineering work done, but ascribing it to the high thickness is my headache. Inside the thick section is heavily compacted crushed stones prior to concreting. Not everything is concrete!
