I still maintain my stand that the military is not well trained to rescue civilians in the hands of terrorists or kidnappers so they should be trained better, there is no need going out on a rescue mission when they people they want to rescue ends up getting killed, the terrorist used the victims as human shield to escape, the victims got killed that's a lose to the military not terrorists, they will do same again, when when they see soldiers they will still use their victims to shield themselves and escape again

I never said negotiating with terrorist should be the first option, but engaging terrorist in a gun battle knowing fully well they will use their victims as human shield is not practiced anywhere in the world
