When I go to Karimo market I see many moslim women and young girls adorn their hands and fingers with this art works.

It's not tattoo though but it very prevalent among Fulani and hausa girls.

I want to know whether Islam agrees with it and what do those weird design mean.

It is normal among the Hausa people….it has nothing to do with Islam if you understand what I mean.

It's Henna design, and a harmless beautification art. So it's permitted.
