It's not only political parties and candidates that have situation rooms. Media houses, security agencies, election monitors and civil society organisations also have situation rooms. It costs a lot of money to set up and run situation rooms so, many years ago, a group of Nigerian NGOs came together to create the Nigerian Civil Society Situation Room. This is a group that monitors Nigerian elections in real time. They send out observers to monitor voting at the various polling units and they make their observations known to the public. They also interact with security agencies, INEC and other observers to ensure that the election is free and fair and they let the public know about problems and irregularities in the election.
