-The issue against the Lagos Calabar-Coastal-Highway Road 🛣️ Projects that passes through the 9-Southern States of Nigeria are:
1.It was not Vetted by the Opposition -Supper- Professionals to determine the Costs by them.
2.that it was not Competitively discussed amongst other chosen -Contractors - before Awarding the Contract to Messr -Hightech Alone-Who they Claimed is a friend to President Tinubu, hence it will be used to collect more money 💰 for- the Politicians.
3- that the Price of the 750-Kilometres Road is too high,not realistic and they have Compared this Coastal Highway -Road to that of the California and Others,
•But these Critics -Failed Woefully because :
i.Now the Coastal Roads is going on in ALL the Sections - From Lagos,Edo, Calabar- Cross River- Areas,etc.
ii.This Project - that was Accumulating -Dusts on the- PDP Desk for 16- years is Now being given an impetus,
- that will bring Economic Transformation to ALL the SOUTHERNERS - is being devilishly being criticized - just because of Envy and Lies -by the Opposition and their Social Media runners!
iii.Is this Projects Going On as Scheduled - YES,YES AND YES O 🙂‍↕️!
iv- Is Nigeria Terrains,the Geographic -Environmental Impacts- same as that of Ireland or California or Benin-Republic -?

So, Minister Umahi's argument that a 750km highway can be designed and costed section by section is not inherently wrong. This approach exists in established infrastructure systems.

**BUT HERE IS THE CRUCIAL DIFFERENCE:** MoDOT describes a defined project, an established programme budget of $535 million, specific delivery goals and a contractual framework assigning responsibility for design and construction. Its official project page also provides environmental documentation.

The Federal Highway Administration confirms that design-build can allow construction to begin before the entire design is complete. That does not mean a government should proceed without an adequately defined project scope, appropriate engineering for the work being undertaken, cost controls or required environmental safeguards.

Therefore, the right question about Nigeria's Lagos-Calabar Coastal Highway is not simply, "Why is there no single design for all 750km?"

The more important questions are:

1. What feasibility studies and preliminary engineering informed the original decision to build the highway?
2. What detailed designs and soil investigations were available before construction began on each section?
3. What was the overall estimated project cost, and what is the current projected cost of completion?
4. What procurement arrangement governs the design and construction, and who bears the risks of design changes and cost overruns?
5. Were the legally required environmental approvals obtained before the relevant construction activities began?

**My position is simple: phased design is an internationally accepted practice, but it must operate within a transparent and accountable project framework.** The Missouri example establishes that overlapping design and construction can be legitimate. It does not, by itself, prove that Nigeria has followed the same standards.

Let the government answer these questions with project documents, contracts, cost estimates and independent technical scrutiny. Nigerians deserve evidence, not just political arguments for or against the project.

A project was awarded to a company. Didn't that company submit a bid? If it did, what was the figure it quoted and on what basis did it come up with the figures? If the minister of works is saying no engineering design was done, then this means Hitech, the company handling this project, came up with arbitrary figures.

No special funding vehicle was created for this road. That means the road was captured in the budget or it should. How much then was budgeted for this road? Who came up with those figures?

The topic is misleading and also exposes the failure of education in Nigeria.

The minister said it had no "single engineering design" this means the design is not singular and universal but rather the design is compartmental and is progressive in each section of road,
I would rather want a final design but I can understand the rational behind this method of sectional design as there are constant changes due to topographic, ecological, social, political and financial constraints this method makes things more flexible where adjustments need to be made.
