No, you do not need any TV at all as the USB TV acts as a converter for your laptop to be converted to normal TV , you only need the device and laptop or computer to be connected to. If you want to use decoder like GOTV then you can connect the GOTV to the device before connecting the USB TV device to laptop or computer.
