“Fellow Nigerians, sequel to the resignation of the
former Head of the Interim National Government
and Commander-in-Chief of the Armed Forces,
Chief Ernest Shonekan and my subsequent
appointment as Head of State and Commander-
in-Chief, I have had extensive consultations within
the armed forces hierarchy and other well
meaning Nigerians in a bid to find solutions to the
various political, economic and social problems
which have engulfed our beloved country, and
which have made life most difficult to the
ordinary citizen of this nation.
Chief Ernest Shonekan took over as Head of State
and Commander-in-Chief of the Nigerian Armed
Forces at a most trying time in the history of the
country. Politically, economically, and socially,
there were lots of uncertainties. Things appeared
bleak and the atmosphere was heavy with
uncertainties. However, driven by a belief in
himself, his countrymen, and love for his country,
he accepted to face the challenges of our time. I
will, therefore, like to take this opportunity to pay
tribute to him for his selfless service to the
nation. He showed great courage at taking on the
daunting task of heading the Interim National
Government and even greater courage to know
when to leave.
Many have expressed fears about the apparent
return of the military. Many have talked about the
concern of the international community. However,
under the present circumstances the survival of
our beloved country is far above any other
consideration. Nigeria is the only country we
have. We must, therefore, solve our problems
ourselves. We must lay a very solid foundation for
the growth of democracy. We should avoid any ad
hoc or temporary solutions. The problems must
be addressed firmly, objectively, decisively and
with all sincerity of purpose. Consequently, the
following decisions come into immediate effect:
The Interim National Government is hereby
dissolved.
The National and State Assemblies are also
dissolved.
The State Executive Councils are dissolved. The
Brigade Commanders are to take over from the
Governors in their States until Administrators are
appointed. Where there are no Brigade
Commanders, the Commissioners of Police in the
State are to take over.
All Local Governments stand dissolved. The
Directors of Personnel are to take over the
administration of the Local Governments until
Administrators are appointed.
All former Secretaries to Federal Ministries are to
hand over to their Directors-General until
Ministers are appointed.
The two political parties are hereby dissolved.
All processions, political meetings and
associations of any type in any part of the country
are hereby banned.
Any consultative committee by whatever name
called is hereby proscribed.
Decree 61 of 1993 is hereby abrogated.
A Provisional Ruling Council (PRC), is hereby
established. It will comprise:
The Head of State, Commander-in-Chief of the
Armed Forces of the federal Republic of Nigeria as
Chairman.
The Chief of General Staff as Vice-Chairman
The Honourable Minister of Defence
The Chief of Defence Staff
The Service Chiefs
The Inspector General of Police
The Attorney General and Minister of Justice
The Internal Affairs Minister
The Foreign Affairs Minister
Also, a Federal Executive Council will be put in
place.
Our security system will be enhanced to ensure
that lives of citizens, property of individuals are
protected and preserved. Drug trafficking and
other economic crimes such as 419 must be
tackled and eliminated. On the current strike
throughout the nation following the increase in
the price of fuel, I appeal to all the trade unions
to return to work immediately. We cannot afford
further dislocation and destruction of our
economy. On the closed media houses,
government is hereby lifting the order of
proscription with immediate effect. We, however,
appeal to the media houses that in this spirit of
national reconciliation, we should show more
restraint and build a united and peaceful Nigeria.
Fellow Nigerians, the events of the past months,
starting from the annulment of the June 12
presidential election, culminating in the
appointment of the former Head of State, Chief
Ernest Shonekan, who unfortunately resigned
yesterday, are well known to you. The economic
downturn has undoubtedly been aggravated by
the ongoing political crisis.
We require well thought-out and permanent
solutions to these problems if we are to emerge
stronger for them. Consequently, a constitutional
conference with full constituent powers will be
established soon to determine the future
constitutional structure of Nigeria. The
constitutional conference will also recommend the
method of forming parties, which will lead to the
ultimate recognition of political parties formed by
the people. While the conference is on, the re-
organisation and reform of the following major
institutions will be carried out:
The Military
The Police
The Customs
The Judiciary
NITEL
NNPC
NEPA
The Banking Industry
Higher Educational Institutions
This regime will be firm, humane, and decisive.
We will not condone nor tolerate any act of
indiscipline. Any attempt to test our will be
decisively dealt with. For the International
Community, we ask that you suspend judgment
while we grapple with the onerous task of nation
building, reconciliation and repairs. This
government is a child of necessity with a strong
determination to restore peace and stability to
our country and on these foundations, enthrone a
lasting and true democracy. Give us the chance
to solve our problems in our own ways.
Long Live the Federal Republic of Nigeria.”

Ojo Madueke I won't forget because I saw the video of him (back then) talking at a public event with the message that "Nigeria could not survive without Abacha" more recently and that is about 8 years ago grin grin grin. Then the politicians in the 5 political parties who in 1997-1998 found "no other suitable candidate to lead Nigeria" than Abacha. grin grin grin

If you can find the names of the politicians in those parties, you have your men and women.

I can never forget those days when they were several types of beverages on under the guise of d so called '.....vitas'. There was one dat had sugar and powdered milk in the same satchet but they were partitioned. The situation at dat time was pathetic. Those beverages were called 'Eruku Oshodi' by d common Yoruba man.
Those days are unforgettable, I could remember my school uniform got torn and I had to wear to school like dat. The hole on my shorts was popularly called 'post letter'. Very very funny. I will tell the story to my children.

[size=18pt]Abacha was no looter . What looter turns down billions of dollars in IMF & World Bank loans. (during periods of low oil prices ? Just think about that.

What looter ever gets overthrown by CIA for being too patriotic to accept America's ruinous IMF and World Bank loans.

The same World Bank and IMF who Abacha rejected are also now playing a leading role in unjustly accusing Abacha of looting

Look at the honesty of people who accuse Abacha and look at the honesty of those that say he was innocent. Are we believing people that are honest or dishonest?

Buhari is honest and he told you Abacha was no looter

Yet who do the majority of you choose to believe? Thief Obasanjo - the biggest looter ever

clearly you were to young to make the comparison you just made otherwise you would realise that Thief Obasanjo is the reason Nigeria is in the mess it is in today. All the corruption scandals e.g Fuel subsidy scandal. Harliburton, Pension scandal all can be traced back to Thief Obasanjo's rule.

You guys can insult abacha all you want but he was a patriot in his own way.
If abacha were alive, we'd never had lost bakassi.
He kept bakassi under a firm military control , and routed the cameroonians mercilessly.
He was brave enough to carry out a naval blockade of a french frigate coming to help cameroon, and warned all the west african countries from taking them without a nigerian military approval.
He kept west africa in his pockets.
That was the time when Nigeria flexed her muscles abroad and our foreign policy was tight.

Open your eyes and see what is going on.

IMF and World Bank are tools of neo-colonialism.

Well in my spare time I will watch it.
Our elders say that the thing that is eating the tree is inside the tree. Am not saying that neocoloniasm is non existent ,but not everything is from them. Infact we as blacks help to make their plans get fulfilled. I see how you hail abacha. Because of he stood against western powers. Because of that u look above all his other Deeds and score him a green card. I tell you. He did not stand against any neo colonial bullsht . He has always been a tryant that he is. just like his co horts eyeadma and idi amin. There are also blacks in the world records books known for good things so don't try to sound like its a racial thing. Did clinton not have ties to abacha? Did shell and uk not pressure him to do away with saro wiwa. ? Is that not neo coloniasm played there? Why didn't he Refuse.. Cos he is all about his business and does not send nigerians, he sure does knows what is good for business and knows how to play by the nigerians side and gullible freedom fighters. ..now I get it that a people deserve the people that rule them. U look at abacha and obama. Abacha looks more stern, stronger, and richer. Of course even in a fist fight am sure he will beat obama to a pulp. But what obama can do to nigeria will put him, his family and you all on your knees. Why is that so.? In this generation we need less of powerful people and more powerful systems. its not always about mouth or gragra , but knowing the art of organized violence. So in that case abacha in the end, is the fulish leader. if he did not die by the prostitute . He will die by the gun or one way or the other cos a lot of people were cooking his downfall. If he built a powerful system. Am sure he. Will be alive. And Nigeria will be a safer place.

We agree on both counts but differ on another count. Abacha was a patriot of his own pocket not 4 nigeria. Am not surprised u don't know that cos u were probably still wearing diapers then.

Have you heard of any other looter in history that has ever turned down IMF and World Bank loans that was offered to him?

Abacha was no looter all the people accusing him (e.g. Thief Obasanjo, IBB, Abdulsalami Abubakar etc.) are enormous looters and we all know about their loot.

Yes u are right. Abacha was no looter. How could we have accussed him of looting. Yet more than 4 billion dollars was stacked away in foreign accounts in his name and run by his son. Pls tell Nigerians he was keeping the money safe 4 nigerians and away from our corrupt politicians. Look youngman let me tell u a story about history. History has a way of judging people, crucifying people, saving people and proving people's innocence. In the case of Abacha, he has been judged, crucified and condemned. U really have no idea what nigerians went thru that time. By all this ur write ups. It's plain u have no idea at all and can't even being to phantom what people went thru in Abacha's era. God have mercy on u and ur kinds that will belittle the deaths and blood spilt by the masses and want to make a saint out of a madman.
