Hi there, I think chafing is responsible for the itchy laps when he walks. His laps rub together and causes some type of irritation to the skin there, some chafing can cause redness and even bumps and blisters. He should wear chafing barrier or lose some weight if possible

As for the undies smelling, he just needs proper hygiene. He should shave his pubic hair or at least keep the area nice and clean, wear his undies only once, please don't wear more than once without washing. He also needs to take his bath at least twice a day and use a deodorant body spray, best of luck
