U sure?? Really?? I tot u go to the state liaison office, den choose the one u want. Let me break it down. I reside in abuja. I bought a car, and I want a borno plate number (since it's my state of origin) . I go to borno liaison office, register my car, den choose my local govt initials (hawul) as my plate number.
