He isn't referring to continuity of persons in office but continuity in policies. If policies are beneficial they should be retained by successive governments but if the government have genuine reasons to feel they are counter productive they should discard them with military dispatch.

Most governmental policies be it in very corrupt government as seem to have today are not really bad. The problems come from sincerity of implementation as most of these policies are mostly formulated to hoodwink unsuspecting public to support and vote them in next elections.
