Still, if you're talking of the Basenji, the basenji's don't bark. Do your research well

Buying a dog is actually the easiest to do in terms of finance the main prob is feeding and medications
Think about it before getting one except u want to be feeding house food

That should be enough to buy a low quality leash. Use that money to buy the leash first, keep the leash till you can afford to buy and cater for a dog. Or betterstill, you can buy a portrait of a dog and hang it in your room, its almost the same as owning a dog.
