Azula. Kuvira already has a big disadvantage with her metal gear, Azula is packing electricity, she'd just zap her till she's toast (both literally & figuratively).

To be sincere its gonna be one sided..
Let's not forget Kuvira also does 'Earth-Bender' not just metal,those who did physics will know about something called "Grounding",so even if Azula had the time to get her lightening to Kuvira(her metal gear would be an advantage),she just have to let her metal gear absorb the elctricty and with a little earth bending ground the electricty,, in real sense sucking Azula dry to the ground,while Kuvira is on the safe side(we know when a current is grounded it pose no danger to anyone around the short circuit),it'll just be a painful drainage to Azula..

Azula will put up a good fight alright, but she's somewhat erratic. Kuvira is calm, collected and a strategist.
Do you see the way Kuvira dances when she fights? Azula is all jumps and bolts

You've forgotten this is the same Azula that evaded every single attack from Team Avatar during the eclipse...not a single scratch on her, with her bending neutralised by the eclipse. And Azula was a firebending master, better than her brother Zuko (he even stated as much, or have you forgetten again? This was before he became one with the dragons), the kid was so bada$$ her flames were blue. The Azula that took Ba Sing Se would have annihilated Kuvira.

Like I said earlier, a fully realised Azula would have been the best and ideal villain. The kid was 14 during ATLA, 14...let that sink in...Four. Teen. Imagine what she would have been if they hadn't turned her into a lunatic...
