You need to change that friend

A friend that will give your number to another man when he/she know's you have someone/married is not a good friend IMHO

You also need to warn that guy off. Switching off your data means nothing and gives his the guts to try his luck another day. Since you know you are not interested, warn him sternly and delete him from your contacts.

He contacts you again, report him to your guy and have him warn him.

It depends on the level of transparency and trust that exist between them.
I personally dnt see anything wrong with that.
