The police, NSCDC, army, navy, airforce, etc you are mentioning have members among them who loyalty belongs to a course other than that of Nigeria. Soldiers are being betrayed into th hands of Boko Haram by fellow soldiers.

The thing is Jonathan shouldn't have allowed them to grow to a full blown terrorist group. bokoharam was just an Islamic sect just like nasfat when Jonathan took over. since he allowed them to grow this big he is the leader he should find whatever means to end their menance. but for 6 years he has failed to stop them. A south African white man was also there you are right but they also assisted with ammunition as well. Nigeria also got ammunition supply from Foreign countries as well.
