The answer is simple to deceive Nigerians into reelecting him,Nigerians its all a drama..just think yourself as watching a poorly scripted Nigerian film..that's why he always surrounds himself by people in nollywood.

His official story is that they didn't have the cooperation of the neighbours which required African Union approval and that they didn't have the weapons they needed because western countries didn't want to get to them, but they have now gotten weapons from alternative sources.

The official story is not necessarily correct, though. I think they could have gotten everything ready earlier if they were really really serious.
