We always give credits to mediocrity, this is Nigerians major problem. What you said among other things are simple functions of a government. Water, road, electricity and so on must be made available by the government, any government that list those among her achievements doesn't have business being on that seat.

What make a government stand out is policy formulation which must be futuristic. How many times did you hear Obama and co discussing about road construction etc? American populace hold their government accountable on issues of policy not social amenities which must be made available.

Had it been this government is serious; Nigeria should have been able to refine domestic quality and quantity of fuel needed by Nigerians locally.

So many scenarios could be playing from that picture. They could be asking for directions, they could be campaigning in a location without a gas station, they could be making campaign promises to the lady etc

I see nobody buying fuel there. As you can see they're just driving by and probably just sampling opinion on blackmarket prices. But, even if they're buying fuel on blackmarket, it have been the norm since 1983 when Buhari was president.
Goodluck Jonathan have effectively reduced the frequent occurrence of fuel scarcity more than any president that I know of.

Its only in Nigeria that:

Police will be using OPC to guard their stations..

Nepa office is running on generator.

So seeing this isn't a surprise to me..
