The noise about the collection rate in the north a fraud is nauseating, every geo-political zones tends to have attitudes and perception to a process, there is no prove that fraud was involved, sw has the worst collection rae of the 6 geo political zones, 4 out of 6 of these states are APC controlled state.

It is becoming increasingly difficult to rig. The opposition is now national in outlook, it controls 40% of the 36 state structures and has the ability to install agents in the over 120,000 polling booths,also.

The consequences of not using card readers at all is worse than using the card readers half heartedly.

To rig, the rigger will now have to manufacture names from the voters register to fill incident forms, and hope everyone at the polling booth is completely one way

ASABA-LEADERSHIP of the Peoples Democratic Party, PDP in the South South region, yesterday warned the Independent Electoral Commission, INEC not to use the card reader to rig the party out of power in the March 28 presidential election.

Handing the warning during the South South zonal executive meeting of the party, in Asaba, chairman of the PDP in the zone, Dr Cairo Ojuogbo said the zone was against the decision of INEC to make its chairman, Prof Attaihiru Jega the sole of appointee of collation officers across States in the federation for the March 28 presidential and National Assembly elections.

Ojuogbo however said the PDP in South South was not against the card reader, but it should not be used to disenfranchise eligible voters from casting their votes, stressing that anybody with the Permanent Voters Card, PVC should be allowed to vote.

Disclosing that whether the card reader would be used for the election or not, he said the issue was being handled by the party at the national level. On the appointment of collation officers, he alleged that Prof Jega had already directed one his aids who is a card carrying member of the APC to nominate those to be appointed as collation officers for the elections.

According to him, INEC has a chairman and 12 commissioners with two being appointed from each of the zones in the country, adding that the commissioners from the zones should be allowed to appoint collation officers in their areas and not only the chairman solely making the appointments.

Speaking further, Ojougbo said the South South region would give bloc votes for President Goodluck Jonathan, insisting that the party has worked very hard to earn the votes of the people.

He commended party faithful for their commitment [size=8pt][/size[color=#000000][/color]towards the reelection of Dr Goodluck Jonathan and expressed optimism that their efforts would yield positive results.

Minister of the Niger Delta Affairs, Dr Steve Oru, who also spoke during the meeting, assured that the people of the South South region would vote enmasse for the PDP. Chairman of the party in the Delta Central, Chief Tom Amioku who spoke in the same vain enjoined the party leadership not to be disturbed with the rumour making the rounds that the urhobos would not vote for the PDP

The PDP Governorship flagbearer in Delta State, Dr Ifeanyi Okowa said he was confident of victory for PDP in all the elections, adding that the party was not scared of loosing any of the elections because it was working hard to secure the peoples votes.

You should know by now that Nigeria has so many political ghost polling booths where a man determines the outcome.

The same booths that made the PDP had substantial votes both at presidential and gubernatorial elections in last general elections that brought about Jonah-daft emergence

The incident form is now a lifeline for those ghost polling Booths to function.

In this 21st Century, where every Nation is advancing technologically. The PDP.IG and the "Igbo's" have decided to be retrogressing instead of progressing, they blindly oppose the use of card reader as if their life is attached to it.

But wait o. These people have forgotten they are just minority, when the no of eligible voters in South South And South East is too small compare to what we have on ground in North west alone.


PDP.IG are just afraid of their well reserved failure, a great doom awaits them on march 28.

The batteries last for 12 hours

If touts snatch the reader, that polling booth will not vote (its the same as snatching the voters register)

If the card reader cannot capture your finger print and you have a genuine PVC, you will be given an incident form to fill and will be allowed to vote

Please be informed. INEC has explained this incident form thing.

If the card reader on that election date records for example say 100 PVCs with correspnding 80 finger print match, the number of incident form for that polling booth that will be submitted will not exceed 20. so if the card reader reads your card ok and identifies you but cannot capture your finger print, only then will you be given an incident form to fill to enable you vote

From every indication, PDP may rig this election using the card reader to the amazement of the opposition.

Reasons
The incident form is now a big loophole to the accuracy of number of voters in a particular polling unit.

Jega is not incharge of technical department of inec hence anything can happen before, during and after the election leading to massive cancellation of opposition booths on the account of alleged rigging.

The cry by PDP on the use of the card reader may be a plan to deceive APC who may have a legitimate reason to reject the outcome of the elections.

Jega said it, that every voter with a valid PVC must be allowed to vote with the consent of party agents while the card reader records only those cards authenticated the fingerprints.
The card reader does the following
Authenticates that a card is a genuine INEC card.
A voter only votes once.
The card was issued at that particular PU.
The card genuinely belongs to the bearer eligible to vote in that particuar PU.
The machine records cards that were successfully read and the bearer passes the biometric verification.
The card also records the cards successfully read but the bearer's biometrics could not be successfully verified, for this, the bearers will be allowed to vote and incidence form will be issued which must tally with the number of genuine cards the machine successfully recorded but failed biometrics verification. This is subject to having satisfied the electoral officer and the party agents that
1. The bearer is the same person whose face appears in the card and the voters register.
2. The bearer is eligible to vote in that PU as authenticated by the voters register and the card being successfully read and it is the face of the bearer that appears in the machine.
INCIDENCE FORM WILL NOT BE OPENED FOR
1.Those cards that are not read, it will be labeled as cloned or fake.
2. Original card but presented in the wrong PU
3. Original card but presented by the bearer whose face is not that found displayed by the card reader.
4. A bearer with original card but whose name is not registered in the voters register for that particular PU.
SUMMARY
The incidence form ensures only genuine eligible voters are not disenfranchised.
The number of incidence forms issued must tally with the number of genuine cards successfully read but fails biometric verification as recorded by the card reader and sent to INEC server. If there are discrepancies, the result for that PU is null.
Fake cloned Stolen or bought PVC bearers will not be accredited, or given the incidence form. The integrity of the card reader is still intact with the incidence form.

The card reader is programmed to identify original PVC from INEC. Once the card reader reads the card, it means the card is authentic.

nope.....as n inec official,I will ave to see the card and look at your face,if it matches I will den verify the card using the card reader,den u will ve to thumbprint,if it matches good,if it doesn't ,I will have to let you fill what we call incidence form,but I will double check u o,if am satisfied I will ask u some questions an you will proceed to vote
