It is a public order van. Used also to transport Public Order serials or officers. It is not prisoner transport as the post erroneously suggests. He was obviously offered a lift to facilitate his exit and to prevent a breach of the peace seeing as rival or opposition protesters were present. He is not under arrest.

This happened when Buhari visited the Chatham house. The police had to escort them when it observed that a protest was going on outside the institute. Not an arrest per say. My opinion though.

This was police protection after his speech in chatham house. The protection was neccessary because of Pro janathan and Pro Buhari protesters outside d venue of chatham house.
