A 'world leader' would entail a head of state. Most likely these are people already resident in Nigeria as Ambassadors and Charge D'Affaires, their raison d'etre is to befriend Nigerian government representatives so as to push their agenda.

With what I'm seeing now, it's like something good is about to happen to nigeria.
