New rule permits US schools to increase number of designated school officials

Dependents of international students can also enroll in classes

WASHINGTON – The Department of Homeland Security (DHS) is amending its regulations under the Student and Exchange Visitor Program (SEVP) to improve management of international student programs and increase opportunities for study by spouses and children of international students.

In order to be certified by SEVP to enroll international students, U.S. schools must nominate a designated school official to serve as a liaison between the school and SEVP. This individual is responsible for maintaining international students’ records in the Student and Exchange Visitor Information System (SEVIS) and ensuring schools comply with U.S. laws and regulations governing international students studying in the U.S.

Under the amended regulations, SEVP-certified schools have greater flexibility in determining how many designated school officials to nominate. Previously, SEVP-certified schools could only nominate a maximum of 10 designated schools officials. The new regulation removes the cap and permits SEVP-certified schools to nominate an appropriate number of designated school officials based on their school’s specific needs. U.S. Immigration and Customs Enforcement (ICE), however, must review each nominee and maintains discretion on whether to approve or deny the nomination.

Additionally, the new rule permits dependents of international students to engage in study at SEVP-certified schools in the U.S. as long as they are enrolled in less than a full course of study.

This new rule stems from recommendations provided to the DHS Homeland Security Academic Advisory Council.

“This final rule improves the capability of schools to assist their international students in maintaining nonimmigrant status. The rule also increases the attractiveness of studying in the United States for international students by broadening study opportunities for their spouses and children,” said Lou Farrell, SEVP director.

SEVP is part of ICE’s Homeland Security Investigations (HSI). The program monitors approximately one million international students pursuing academic or vocational studies (F and M visa holders) in the United States and their dependents. It also certifies schools and programs that enroll these students.

SEVP uses SEVIS to protect national security by ensuring that students, visitors and schools comply with U.S. laws. SEVP also collects and shares SEVIS information with government partners, including U.S. Customs and Border Protection and U.S. Citizenship and Immigration Services, so only legitimate international students and exchange visitors gain entry into the United States.

HSI reviews SEVIS records for possible violations and refers cases with potential national security or public safety concerns to its field offices for further investigation. Additionally, SEVP’s Analysis and Operations Center reviews student and school records for administrative compliance with federal regulations related to studying in the United States.

If I may offer some words of advice from personal experience, , ttmacoy is right to a very large extent.

If a school will give you admission (let alone funding) they want your profile to have something that sparks their interest. They want something slightly beyond what everyone else is submitting.

I am informed that sometimes a department has like 5,000 applications and they need to choose just 10 or 12 people. They might first check your CGPA and whether your application is complete and other things, to reduce the number of applicants. Maybe it is now reduced to 2,000. They use other criteria to reduce the numbers further. After they have reduced the number and they have maybe 400 applicants, they use a software to first filter out some people e.g. those without GRE will get cut out. EVEN THOUGH they said GRE is not compulsory, but they'll rather choose someone that has it rather than someone that doesn't. They go on like that till it's like 100 people. They can read those ones' statements of purpose and reference letters. Cut it down to 50. Then maybe they'll interview the 50 in person, and for international students, interview them on Skype. Finally they have 20. Out of that 20, maybe just 12 will come to that school in the end.

It's always better to have the basic things that other students have, if you want a solid chance. If possible, even have other things that can make your profile unique. If you don't have an item in your profile, and other students like you have it, you have set yourself up. Even though the school says it's not compulsory, study, do it and send it.

My background is Electrical Engineering but I was applying for a program that almost all my classmates would have been Math Majors or Physics Majors in their undergraduate program. Trust me, Engineers don't know or understand many things that Mathematicians and Physicists play easily with. I knew I was already disadvantaged so I knew I had a point to prove. TOEFL 116/120. Then the usual GRE, I scored 800/800 in the Math section (before they changed the scales, now that's like 170) though my verbal was just 590/800, now like 152). But I still felt it's not enough cos the people I'm competing against have stronger backgrounds. I decided to meet them on their level so I registered for the Subject test GRE in Mathematics. Yet, all the (advanced) mathematics I did in Engineering school was not up to 15% of the syllabus in this GRE. I decided I'll study and take the exam anyway, so I pushed myself and even after over a year of hard study, my score was just like 60%. Other applicants like me, that I talked to in various forums online, they said the dullest among them scored from 85% above. Most of those topics, they have done since undergraduate study. I was discouraged but I sent the score anyway.

I also knew I had to prove that I cope with the research studies, in another way. So I contacted people already doing their own research / Masters abroad (by email) and I offered to help them do research and computation. For free. They let me help them, and one of them wrote a reference for me. Another one, his paper won an award in London so I wrote it inside my statement of purpose that I helped in that research, that they can ask the school.

I'm not taking glory for myself, it belongs to God, but I know that they couldn't have seen my profile and not realized that I was actually trying hard. So that's probably why they gave me a chance.

Stanford rejected me anyway, because I'm sure the competition there was even much tougher than at Notre Dame.

Hello, I got a friend who will be travelling tou US on a 2-year tourist visa next month. He will be there for a month. Meanwhile he is also a prospective student at University of Alabama. Will be resuming there by fall for masters. Doesn he have to come back to Nigeria to obtain student visa? Are there any possible complications with this arrangement plan?

You can choose any school of your choice that aligns with your area of interest..transcripts evaluation will be needed and u are good to go.Ensure you send mail to the graduate school and the dept u want to apply to for details.

Bro..Where and when did you go for the interview?I guess the document looks so fake for the VO to have insisted for AP.On the other hand,post your transcript..the document would be scanned to the designated bank for confirmation and u know what that means.start applying to other countries for plan B and I will suggest Germany because is affordable. If you have 2M,you are good to go.

Going for my visa interview on Monday in abuja. My school of first choice admitted me and hence I dint complete applications to other schools. I hope this wont be a turn off to the VO. I have faith that all will go well. but must not lie I am sooo nervous. This thread has been so encouraging. its good to know there are a whole lot of smart nd intelligent Nigerians. There is def hope for our future. Words of encouragement plsssss. plus any advice. Also wanted to know if my transcript copy from WES can suffice for my transcript cos I don't have any from my school.

Just mention the schools you sent your GRE Scores to and say 2/3 or 3/4 gave you admission but you need strong reasons on why you chose the school other than your reason below.I wish you best of luck..looking forward to seeing ur visa transcript.
