Ephedrine is a chemical precursor for Amphetamine. When you posses 51 kilogrammes of that unlawfully that is a serious offence of course if you are a pharmacist importing it lawfully then that would be a defence as is equally the case for Heroin which is also know as Diamorphine and is a prescription

If My Onye Egusi was a pharmacist wanting to carry 50kg of Ephedrine abroad he is required to get A LICENCE.
It is not expected that we would travel wthout a PERMIT and then declaring same
If he did that he would not be arrested

AUSTRALIA - Three Canadians who were involved in the trafficking of 650 kilograms of ephedrine hidden in vanilla powder jars have all been sentenced to terms in an Australian prison.

Two of them are from Fort Erie.

Catherine Marie McNaughton, 31, and James Wray Kelsey, 28, were sentenced last month in the Melbourne County Court for their separate roles in trafficking jars of chemicals capable of producing deadly drugs.

McNaughton was sentenced to four years and nine months imprisonment, with a non-parole period of two years and six months.

Kelsey was sentenced to an effective head sentence of eight years imprisonment with a non-parole period of five years.

Another Canadian, 48-year-old Edmond Proko, was sentenced to an effective head sentence of 14 years imprisonment with a non-parole period of nine years.

During the recent two-week trial, the court heard how the trio travelled to Australia entering on Canadian passports.

Proko arrived in July 2013 and Kelsey and McNaughton arrived in September 2013.

While in Australia, they were involved in trafficking large quantities of drugs of dependence, namely ephedrine, which were housed at storage facilities located in South Melbourne Port Melbourne.

The drugs were contained in boxes, which held numerous jars of white powder, labelled Wilson Flavours Vanilla Powder 1 kg., according to a press release from the Commonwealth Director of Public Prosecutions, Australia's federal prosecution service.

During the execution of a search warrant in September 2013 at a storage facility, police located 22 cardboard boxes containing the jars, which were analyzed and found to contain 655.9 kilograms of white powder, with an estimated purity of 31.1 per cent ephedrine, and therefore containing 189.6 kilograms of pure ephedrine.

(B) A person who manufactures, distributes, dispenses, delivers, purchases, or otherwise aids, abets, attempts, or conspires to manufacture , distribute, dispense, deliver, or purchase, or possesses with intent to distribute, dispense, or deliver methamphetamine or cocaine base, in violation of the provisions of Section 44-53-370, is guilty of a felony and, upon conviction:

(1) for a first offense, must be sentenced to a term of imprisonment of not more than fifteen years or fined not more than twenty-five thousand dollars, or both;

E)(1) It is unlawful for any person, other than a manufacturer, practitioner, dispenser, distributor, or retailer to knowingly possess any product that contains nine grams or more of ephedrine, pseudoephedrine, or phenylpropanolamine, their salts, isomers, or salts of isomers, or a combination of any of these substances. A person who violates this subsection is guilty of a felony known as "trafficking in ephedrine, pseudoephedrine, or phenylpropanolamine, their salts, isomers, or salts of isomers, or a combination of any of these substances" and, upon conviction, must be punished as follows if the quantity involved is:

(a) nine grams or more, but less than twenty-eight grams:

(i) for a first offense, a term of imprisonment of not more than ten years, no part of which may be suspended nor probation granted, and a fine of twenty-five thousand dollars;

(ii) for a second offense, a term of imprisonment of not less than five years nor more than thirty years, no part of which may be suspended nor probation granted, and a fine of fifty thousand dollars;

(iii) for a third or subsequent offense, a mandatory minimum term of imprisonment of not less than twenty-five years nor more than thirty years, no part of which may be suspended nor probation granted, and a fine of fifty thousand dollars;

(b) twenty-eight grams or more, but less than one hundred grams:
