this is a multi-variable type question and cannot be answered in isolation without proper consideration to the subject of study.
following a mathematical equation of values system the we will infer that if 1=11 then 11 should equal 1. but if its based on trend logic the a 2 system answer leaves us with 11= 1111 (a repeat the same number system or by quantitative reasoning then 11 = 121 as we follow a system of multiples of 11.

but is we decide to view it as pure really live maths the 11 = 11 as all the other presumption are wrong mathematically.

i therefore submit that OP even you can not answer the question you have posed for it is like asking us to answer this "is the boy tall" without us knowing which boy is in question or your definition of tall.

this is my submission and i dare you to proof my argument flawed.
