Presently wondering how a state that had very few incidents of card reader failure decided to resort to the use of manual accreditation (which is much more stressful and cumbersome) for 3/4of its citizens

Must be something am missing or is this selective anosmia once again

No immediately your card is accepted by that reader it means that you have passed accreditation, the incidence form is just to check finger prints that don't read to prove that human beings and not non-humans voted

Manual accreditation was allowed by INEC for the presidential election but was not allowed in the governorship elections. How is this very basic explanation too complex for some people to understand?

No one is talking about the presidential election here, any fraud in that election cannot be traced since card readers were not used.

what actually was d aim of using card readers?
of course a stolen pvc is a genuine pvc but the holder isnt doing what the owner would ve done.
