After spending the better part of today queuing at a petrol station to buy a few liters of gasoline. It dawned on me that unless something drastic is done, Nigeria is set to drift again into another decade of merry-go-rounds and just going no where in particular.

I want to propose an alternative blueprint that the incoming government can adopt to move this nation forward.
My propositions are based on the following conclusions:

1. Lack of political awareness on the part of the general public. Try as much as we can to brush it aside, the reality remains that "democratic", "parliamentary" and all the associated Western-styled government configurations are foreign to us. A cursory look at the history of African nations who have gained independence from the colonial masters over the past 40-70 years will bear this out. The majority our so-called graduates and "educated elites" do not have a clear understanding of how the government is supposed to run or function, the duties and limitations of public officials, the ramifications and implications of the Federal constitution.
Based on this ignorance, they are easily cowered into fear and submission with threats of unjustified police arrests and harassment.
A people who know that elected officials' power directly derives from the public mandate cannot be intimidated by any show of force.
They will be in an enlightened position to demand accountability and performance from elected officials.
Sadly this is not the case in the Nigerian experience. Ignorance rules supreme and we shamefully cover it up by "blowing big grammar" and hiding behind ethnic bigotry.

2. The state governors have conclusively proven so far that they are incapable of resisting the urge to senseless loot public funds
and commission phantom projects on paper. No matter if each state is allocated a billion dollars cash every month, we can tell with a high degree of confidence that the governors and their accomplices will pocket the larger portion of the largess. My point is- the state governors for now cannot be entrusted to execute infrastructure and development projects with funds from the center. I stand to be corrected.

3. The current constitution limits the intrusion of the Executive into the affairs of the individual states for good reasons. However, the law was made for man and not the other way. If the law gets in the way of man's wellbeing and onward progress, the law can be changed for man. I posit that until we are able to get our elected officials to carry out their duties with a minimum level of responsibility, we should employ all other means necessary to keep them in line. There is really no point quoting the constitution when we all know we cant enforce its dictates. There is also no point having laws that serve no purpose but to impede the very progress it was meant to enable.


PROPOSITION 1
Find legal and constitutional means to limit allocating bulk monies to state governments every month to a minimum. That has been a recipe for self-inflicted economic tomfoolery.
Instead, put the allocation of the funds within a context. For example, the basic needs of the public can be adequately classified under "Power", "Health", "Education", "Agriculture/Food","Jobs/Employment" etc...
The Executive can embark on say a 10-20 year national re-organization plan of the entire nation...which is what we need.
That means every month, each state government would receive a justifiable and carefully weighted allocation from the following funds:
(1) Infrastructure Fund
(2) Health Fund
(3) Agriculture Fund
(4) Jobs/Employment Fund
......and so on

This means that each state governor would have to START PLANNING for capital,recurrent and development expenditures every year AND also submit execution plans with forecasts, variances and actuals to the Ministry of Finance. This submission will justify allocation of funds.
The EFCC and ICPC can be co-opted to keep creative accounting practices to a minimum.
While avoiding direct supervision from the Executive, the state governors will ONLY have to show evidence of completed and ongoing projects to JUSTIFY the allocation of funds.
To the best of my knowledge this arrangement meets the required constitutional separation of powers between the Executive and the state governments.
For one, all state governments will now have to compete for the most conducive investment, residential and industrial environment.
Since all state governors get to keep their tax proceeds and returns on investment, they are FORCED TO COMPETE for FDI and local investors.
This scheme also ensures continuity in governance, where outgoing and incoming governments are in sync.

SUMMARY : Reconfigure allocations to state govts into "Development Funds"...each governor and his cabinet will have to submit project plans every month or months in advance to the federal ministry of finance. This way we know exactly what the shared monies are for and can hold our respective governors accountable. Evidence of completed and ongoing projects will justify allocations. This way, recurrent expenditures can be cleanly separated from development and infrastructure expenditures, forcing the states to keep to a budget.

PROPOSITION 2
A local saying goes thus in pidgin "wetin person no know pass am". We can argue all we want, but our educational system has failed.
Our current crop of "educated working class" do not have what it takes to run a modern economy.We really have to learn from people who know how to do it.
We can either take 2 approaches to this-
(1) Reverse the brain drain and bring back home our seasoned professionals to run critical parts of the economy. The draw back to this is embedded tribalism and bigotry, which will soon bog this initiative down. We do not have the political background to effectively run this kind of meritocracy for now. Maybe over time we'll get there.
(2) Privatize critical parts of the economy...bring in FOREIGN PARTNERS who will go into BOT agreements at exclusively FG or state government levels and hand over the building, operating and maintaining of the the infrastructure to them. Significant tax incentives will help attract willing investors so the FG wont have to drain needed reserves wholly financing the scheme. The foreign partners will be mandated to employ our graduates, train them and transfer the knowledge over a period of say 10-20 years. Ofcourse this "might help" in cutting down the non-productive "federal character" nonsense to a minimum.
For the nay sayers, this has been the scheme NNPC through a subsidiary NAPIMS has been running your oil economy. The FG partners with the IOCS- Shell, Chevron, Agip etc. on Joint Venture Agreements to develop onshore and offshore oil wells. The FG might own say 30% in a production well, while the remaining will be split between the IOCs in the venture. It is up to the IOCs to hire professionals who qualify either from within the country or outside to carry out their operations. No "oga at the top" level nonsense.
This has been the norm and has worked well so far cos our "engineers and experts" have demonstrated cluelessness at all levels. You are free to argue this.
SUMMARY : To clean up the rotten federal civil service and get it working, the FG should partner with knowledgeable foreign partners who will enter into BOT agreements with the FG to build and operate critical parts of the economy. Over time, working with and training our graduates, the required knowledge on how to run a modern economy will be transferred.

Most of these things you propose will surely fall on deaf ear. Now all those amount of money you mention as mismanged and looted by previous administration is from where? Crude sales? The last time nigeria recorded any substantiall sale of crude was durring obj era and the first year of gej. Buying of our crude by other country has drastically reduce to the bearest minimum that Buhari and his gang of thieves will recieve the greatest shocker of their live. And that was why gej decided to invest heavily on agriculture and try to remove subsidies on fuel. Yet people like you and the APC evil minions troop to the street and lock nigeria down for two weeks.
Buhari is coming to increase the price of fuel to N200 by removing subsidies. He is coming to increase the cost of university education by in increasing the amount of school fees .

You're just giving yourself headache thinking Buhari will go the way of GEJ to remove subsidy, I just laugh when I hear people say they're waiting for him, it's obvious they don't understand how a serious government operates, they're just used to the clueless toothless kind of government we experienced in the past 5years where anyone does what they like.

Let me inform you better. Buhari will certainly remove the petrol subsidy, but that will be after he fights the corruption in the sector. All those subsidy figures and nonsense government has been paying marketers was just cooked up over time during previous governments and the real subsidy is just less than 200 billion in reality. When this amount is removed, you won't notice any change in price, so please save your energy for more valuable things...

Maybe you would've first checked how Obama and the American presidents compensate people who sponsor them for elections. They're not running charitable organizations, but there are legal ways to compensate sponsors and I'll gladly go through this with you:

Contracts: When people bring out their money and sponsor you, what they're looking for is contracts, legal contracts! Do you know why Republicans always like being involved in wars and influencing other nations? Because they own the defense companies and handle the defense contracts. Tinubu for instance owns the tax consulting firm for Lagos state. Imagine the trillions of naira coming into Lagos and a percentage of that amount goes to his company as the consultant handling the contract, yes that's legal money, and that's a lot of money too. And the thing is, his company is very effective with the contracts.

You don't compensate people with political appointments like GEJ was doing, they should have businesses that the goveenment can give contracts, and yes they should be effective when you give them contracts or give them privileges and business opportunities, like Dangote.

We've had a very wrong mentality about business relationships that we think that's it's only through stealing and embezzlements that people can make Their money.

So yes, Tinubu and other sponsors will make their money legally and you won't have any fraud to accuse them of while Buhari does the job Nigerians elected him to do.

We are not used to good governance so its difficult for most Nigerians to understand things will work when we have a leader who has the sheer force of will and character to make them work.

Roads are still as bad as ever…
Our airports are still eyesores….
Unemployment is on the rise…
Bombings are still happening….
Looters of public funds are still in charge of the economy…
Our banks and telecoms stilll run on generators…
Alll our shopping malls and plazas still have generators tucked away in one corner…
Our universities are not improving...
Our governors still fly out for medical treatment…
