There's nothing wrong with the Bill ... Please read all the sections of the Bill. it proposes harsher punishments for under-11 defilers and rapists, while not making the age-of-consent rule obsolete at all..... Hence, having sex with say, an under-17 is still very much statutory rape but punishments are more severe (life sentence) for pedophiles (under-11 pervs)...
