1. He probably has been doing it some few times and getting away with it.

2. He is born and raised Nigerian (Lagosian).

3. Black people, let's learn to read.
Actually according to Nigerian citizenship laws & the constitution, you are NOT a Nigerian citizen simply by being born in Nigeria. (You may verify for yourself)

To be a citizen 1) one of your parents must be citizen belonging to a tribe indigenous to Nigeria as of Oct 1,1960

2)The President/government can grant you citizenship (naturalised citizen) but you must apply and renounce previous citizenship and you must have lived in Nigeria for at least15 years straight

If you as a naturalised Nigerian citizen apply elsewhere for citizenship, your Nigerian citizen will be voided, revoked

3)If you are the wife (but the law doesn't mention husband) of a Nigerian citizen you can also apply, but there are requirements you meet

The vast majority of foreigners who live here in Nigeria (excluding expatriates etc) are by constitutional LAW illegal immigrants, even their business are legally not allowed but the system is still lax for now, so that's what you get.
