According to the Senate standing orders 2007 as amended, it states how officers of the senate including the majority leader of the chamber should emerge. It is obvious the senate standing order was shove aside in process of selecting Senator David Mark as the senate leader. -

David Mark can only be the Senate minority leader. The majority party nominate their majority leader. The leader serve as a go between the party and his party men in the senate. David Mark can't act on behalf of APC.

David Mark isn't the Majority leader , He was only given a special recognition on that day. All other positions in the NASS are yet to be decided .
