You don't understand the working of the civil service and how it relates with government. An SS1 student knows that permanence is of the characteristics of the civil service. They formulate policies whereas a minister who has an imput in the policies get sacked. During the reshuffling of cabinet, an engineer can be made Minister of Culture and Tourism, he needs the directive of the Permanent Secretary and members of staff in the ministry, who are experts, to succeed.
