Lets take the Ministry of Agriculture for example, it was after the transition documents were studied that the recommendation to combine it with the Ministry of Water Resources was made. It would not be advisable to pre-empt the committee's recommendations by choosing a shadow cabinet. GEJ inherited his own cabinet, yet it took him six weeks to re-appoint the ministers.

The PDP mess being reffered to are the mess created by OBJ, Atiku, Saraki, Ngige, Amaechi, elrufai, Tambuwal, Audu Ogbeh and the countless defectors who are all APC progressives today.

As such, the same criminials who created the mess are actually blaming themselves because they changed party names.
