dustmalik:i wish you know the level of mistake Buhari making fighting the Senate. Soon Buhari will be on his knees begging Saraki unless Buhari does not want to achieve anything withen this four years. If Buhari understands that this is democracy, he will understand that he needs Saraki more than Saraki needs him. |

porka:Error! Yes it is the law section and I am not saying he shouldn't appoint ministers. My point is, he shouldn't be pressured into selecting some unscrupulous elements just for the sake of meeting your demands *citing time is passing you by*. Many of the GEJ Ministers were popular for the wrong reasons and contributed largely to his downfall. Better late than in a hurry! Or he'll be forced to select non-credible individuals. Nigeria isn't doing badly yet, I repeat. Cut him some slacks. |

When I see Nigerians disrespect the House by virture of maybe their wrongs I feel funny because not many understand the powers of that house. They have the capacity to grind the executive to a halt(that is the main reason APC would never forgive them, they can derail the government by their activities but that is if the gov't even has one), the PS yes as a public servant has alittle justification as he is bounded by the PS rules but that is not above the constitution which grants powers of oversight to the chambers. Whether it is the Senate president that can write him to come or house committee chairman is another subject and one needs to convince me the house committee chairman doesn't not act on behalf of the senate president(as his powers are delegated) for me to believe the Zamfara man as we wants us to believe. I hope to enjoy this next four years as this fight is healthy for our benefit and its just the judiciary I fear as that one is still under the armpit of the executive (we need to see these issues to understand each party knows their roles as provided in separation of powers). Someday we shall see issues like in the developed countries where the legislators can ban you from your career and even declare you in contempt of the house just by mere attending to an invitation and refuse to answer questions like we saw with Okonjo and many others. If you refuse to see my point above, let me ask you how can you charge Minister of Petroleum to court without the house committee members who have oversight roles on the ministry? The monitor your roles and whoever feels its not ok can advice their lawyers in the ministry go to court to stop them like we saw in the other administration and you are aware of how the court responded. A mere vote of no confidence of the house as a resolution ought to drive the head of the executive to drive out such person because how can representatives of Nigerians(Millions) say we don't trust a man in a role and his boss will keep him? (as Maku why he had to apologize when he said the resolution of the house does not bind). Our democracy stops being one the day an arm of government treats the other like its a department under it and by actions or inactions make Nigerians feel its is above the other. The day the chambers' committees can perform 40 of their oversight then we can say our system is making progress |

Excuzeme:2/3 majority only for impeachment and we are not talking about that. Saraki has the power to shut down PMB. For the umpteenth time, Saraki just needs a simple majority to reject PMB's budget request. Mind u GEJ passed the budget, so he's going to need a supplementary budget to carry out his agenda. Folks like u don't get it that it's about the money-€£$; and NASS has the key to the purse!! |

CFCfan:I agree with you -its a wide loop with deep hole CFCfan:As I have shown earlier the Buhari led APC seems to have 51-loyal Senators while the 49-loyal PDP Senators will do anything to make the new Government fail. The 8-APC Senators backing Saraki are cautious but already marked. In the worst case scenario (49 + 8 ) will become 57 Senators. 2/3 of 108 Senators = 72 Senators. SP Saraki will not likely, ever, get the required 2/3 majority (72 Senators) to override Presidential vetoes as you posited. My observation remains the 1999 Constitution endows the Presidency with much powers over the other arms of the Federal Government. As a matter of fact the NASS is as popular and visible as a smart Presidency wants it to be. |

MrCounselor:When the word 'SHALL' is used in formal legislative/statutory books or laws it connotes compulsion. In other words it is mandatory that the President shall appoint ministers at least one from each state who shall be an indigene of such state. The word 'MUST' is rarely, if ever, used cos that is not legislative drafting language. This is settled law and has been pronounced upon countless times by the Supreme Court. Therefore the President shall appoint ministers, his only discretion is when and even that must be within a reasonable time after which questions may be asked. Don't forget there is an Executive Council of the Federation which must work too. The governing boards of various MDGSs have d membership/leadership of ministers statutorily recognised as well. He may delay for a certain time but it must be done if governance is to be carried out as should be. |
