I've used it long before now calling both BlackBerry and Android users. Same for WhatsApp voice calls.
I've also made BBM video calls to other BlackBerry users.

What sort of phone do you use? maybe that's the issue.

Bbm voice has always been active you just had shitt.y internet

On Bold and Curves (non BB10) you can only make voice /video calls on BBM over WiFi
