can dis certificate be compared to all those HSE 1,2,3 we c everywhere, dat cost 35k for the course?

Please help me out here. I can't download it even at the cafe. I tried to use the explorer and mozila browser for it but it didn't work. It also showed 33% at first, later 67% when I tried to restart it again but I didn't take the exam. What should I do? Thanks
