You do know it was a congressman that made this statement right? He's not even a democrat, this is a republican congressman, Chairman of The House Oversight Committee, an influential congressman. So yeah we're not ignorant of the fact capitol hill has to get involved. What this shows is, not only is Obama down with the plan, his party members are down and on top of that the opposition are down. I hope now you can be happy for Nigeria
I do know Mr Darrel issa is the chairman of the house committee on oversight and government reform. I also know he is a Republican, and that he is the only committee chairman that is allowed to submit subpoenas without committee voting. I also know that he is vehemently against the Iran nuclear deal but the fact is neither him nor his subcommittees are in charge of debates on trade. They only handle the investigations, not debate on who meets their requirements for TRADE.

Such a precarious situation as the removal of a country from the list of nations barred from arms trade agreement with the US will be debated by congressmen on capitol hill. The committee on the hill in charge of security would discuss and debate on if we have met the conditions necessary to strike our name of the list. It is not a decision left solely to the whitehouse. We would have to begin processes that would show we are no more going to engage in practices that are against NATO laws. The US is not run by Obama alone
United States congressman Darrel Issah says the US government has already “begun the process” of relaxing or completely lifting the restriction on military assistance imposed on Nigeria under the Leahy Law.

The Leahy Law is a US human rights law that prohibits the US department of state and department of defence from providing military assistance to foreign military units that allegedly violate human rights with impunity.

Issah dropped the hint while fielding questions from journalists shortly after meeting with service chiefs and officials of the ministry of defence in Abuja on Monday.

He said the development was occasioned by the policy of the new military command with regards to the ongoing military operations in the country.

“There were a number of things that were discussed at the meeting but basically the need for additional technical support including overhead surveillance,” he said.

“This was discussed because it is important in the fight against Boko Haram. This is because of the trust in the new regime, which has begun the process of ensuring that the military’s professionalism in the battlefield is made in a way that we all can be confident that the rule of law is followed.

“Following this development, we have begun the process of lifting restriction under the Leahy Law but the vast majority of the support US provides will be given regardless of the restrictions.”

Issah said the US will provide other forms of support that will not only boost the military’s capabilities but will also create the environment to rebuild devastated communities.

He said the US, through its agencies in Nigeria, will help rebuild and rehabilitate communities and victims of insurgency in the northeast.

“We are looking forward to working with the president and the military to rebuild the confidence of the people of Nigeria in the professionalism of the military,” he said.

“To make the military something that the people will rely on as the nation tries to clear insurgents and protect the civilians; that is important to the new president of Nigeria, our president and it is also important to the congress.

“But we are looking forward to a great difference in the relationship, a proactive relationship and one in which we can provide a greater level of support.”

On his part, the permanent secretary, ministry of defence, Ismaila Aliyu, described the visit as a sign of the renewed confidence in Nigeria’s military on the global scene.

He said Nigeria now enjoys a greater level of confidence and trust in the international community, saying that it would impact positively on the nation’s efforts in repositioning its economy.

“The US. believes in Nigeria, they have trust and confidence in Nigeria, that is why they are here,” he said.

“On the issue of human rights, the US is pleased with what we have been doing in recent times to address the gaps that may have existed in the past.

“This visit is a follow up to Mr President’s visit to the US. We have said it and will continue to state that the visit was of great benefit to Nigeria; it has rekindled confidence in the relations between the two countries.”

Issah led a delegation from the US congress judicial committee to the meeting with Nigeria’s top ranking defence officials.

Other issues that dominated discussions between officials of the two countries include justice reforms and support for devastated communities.

You are sitting here thinking this is a proclamation from Obama, this is a proclamation by the same US congress.

This is a congressional delegation representing the US government and led by a powerful congressman, not Obama.

You people come up with the most ignorant and lamest rubbish ever...

What's this got to do with trade? This is not a trade embargo, this is a US government policy decision that has nothing to do with trade? What kind of rubbish and ignorant talk is this?

So Mr Darrel is chairperson of Appropriations, armed services, energy and commerce, ethics , foreign affairs along with his handling of the house committee on oversight and reform. Learn to take things with a pinch of salt when they are said by politicians

where in my writeup did I mention a trade embargo. You are either blind or completely ignorant of government proceedings. So you think a policy decision is handled solely by a house committee that conducts investigations on matters that involve the govermment

Ok so if you know all that then what's your point on congress also taking the decision. Isn't it safe to assume he's speaking on behalf of his colleagues??

Reason I brought that up to counter your point is because you said it wasn't Obama's sole decision to take and I said it was a congressman that made that statement. Reason I brought up his party is to show you he's in the opposition just in case you wanted to raise a point to that effect. Reason I brought up his position in the house was to show you that this is not an irrelevant congressman talking, regardless of whether it's his committee that handles trade or not.

I'm guessing the next point you're now trying to make is since he's not on the committee for trade, he doesn't know what he's saying right?

Not even CNN or Fox news get the scoop, it is channels Nigeria that want to break the news on US foreign policy.

Bit.ch please!
My friend you better wake up and stop talking like an idio.t and a drunkard. The american delegation included american congressmen and the United states ambassador to Nigeria was also in attendance. They also held a meeting with our service chiefs and the head of the american delegation spoke to the press after the meeting which I watched on Television.

It took you a whole day to come up with something I can discount with just one word: LOBBYING. How much lobbying will Mr Darrel have to use to convince the congress to repeal the Leahy act on our behalf.
Anyway congrats the reward of such a visit is the installing of their very own lackey as Gm NNPC. Watch as Mr Ibe will from the inside counter every move by the APC government concerning petroleum issues. It is synonymous with how Sanusi was a thorn in GEJ's flesh

Then I'm sorry do you even understand what you're saying.. lobbying?? Wait!! What?? He made a statement about the US supporting Nigeria, he came as a representative of the house and you're talking about lobbying.. what tha??

So you punch in for your job at 10pm and then punch out at noon the following day.
So you don't know that all dictates of the day at capitol hill will require the influence of whoever is sponsoring it. Or you think what ever a chairman of any committee suggests is immediately law.

**Sigh.. I'm weak** The point you're trying to make keeps getting more opaque with every post. Did he sound like he was suggesting? He made a statement. He's not trying to push anything, it's not his fight. He came to talk about what they were working on with regards to Nigeria. It's basically a follow up visit as the two countries are trying to "rekindle" their relationship.

My guy the point I was trying to make about being in Nairaland is, since I don't make money off Nairaland there's no reason for me to be here all day.

I'm not taking anything with a pinch of salt simply because the congressman especially American public officials don't make bogus US policy statements when on foreign soil. He specifically said the process is ongoing to remove the restrictions on arms supply to Nigeria.
First you insinuated that the statement was made by Obama instead of the congress, but after exposing the flaws in your argument, you then girated and latch on to trade when in fact it has nothing to do with trade, so what's your next argument going to be?

This is not a single or nobody congressman talking, this is a powerful bipartisan congressional delegation?

What exactly do you think powerful mixture of Republican and Democrat congressmen and women are doing in Nigeria?" You think they are here on vacation to enjoy the weather in Nigeria?

They are here on behalf of the US and Obama himself to strengthen our relationship hence saying that they are already removing the arms restrictions..

Learn how to keep quiet if you have nothing better to talk about instead of peddling ignorant and bogus argument.

This is the same Republican congressman from California with Democrat Sheila Jackson from Texas. Republicans and democrat congress folks don't travel or mingle together just for fun, they are here to make friends and cater to our needs.

The United State of America has begun the process of lifting its restriction on the sale of military equipment to Nigeria to fight Boko Haram terrorists.

US lawmaker Darrel Issah made this known while fielding questions from journalists after meeting with Nigeria military Service Chiefs in Abuja yesterday.

Issah led a delegation of the US Congress Judicial Committee in a closed door meeting with the security chiefs at the National Defence College (NDC).
Stop confusing yourself and sounding ignorant with your bogus understanding of the US/Congress, the US Judiciary committee placed the arms restriction on Nigeria in the first place and it's the same US judiciary committee now in Nigeria led by this powerful republican to specifically say to us that his government and committee are removing the restrictions. This is something they could have done or said back in the US instead of leading a whole US congressional delegation to Nigeria to meet with our government officials, service chiefs and governors.

The US Judiciary committee placed the restriction and not any trade committee or whatever ignorant rubbish you are peddling...

There are senators on both sides of the divide who have signed up on the Iranian nuclear deal, but still John Kerry is still begging, blackmailing and hurling cheap insults at capitol hill to push the house to agree on it. The same judiciary committee on both sides of the divide that placed the restriction on Nigeria are the same folks in Nigeria to let us know that they are removing the restriction.

There's already an agreement with both sides of the divide to remove the restriction hence both sides of the divide leaving their comfortable offices in the US to let us know that they are doing the needful.

Keep quiet and stop contradicting yourself and and falling all over your own poor understanding of the US.
