my dear, if i understand you very well. you paid a seller for an item he probably said is unlocked but is not unlocked and he wants to pay you $30 to get the phone unlocked, if my statement is so then you don't need anybody's help. simply ask the seller to make a partial refund of $30 from the payment you made to him and you are good to go.

As I would soon start making heavy transactions that would require a fairly low exchange rate, should i proceed to open a stanbic savings account? and if yes, is it the same normal docs which one would use in opening an account at other banks that i'd need for it? thanks

You can open a prepaid account if you don't want savings account and they would issue you a naira visa prepaid card. As for account openings, if you do heavy transactions online, i would suggest you keep all the accounts running to enable you to swing incase the rate fluctuates in one.

just attempted an online payment that got declined, called up GTB and according to the CS rep, this new CBN directive supposedly took effect from yesterday evening.
I hate to think what this implies!...
