Hahahahaha. Some people read but do not understand. If you add up those figures will it give you $1.005bn? My calculator gave me $2.084bn. Isn't it clear to you that there was never a loan of $1.005bn from China Exim Bank for Lagos-Kano rail?
She only listed the loans that were approved and released by China.
Take a look at this link and understand the woman's claims
http://english.eximbank.gov.cn/tm/en-TCN/index_640.html

What Nigeria borrowed from china was 3 billion dollars for different infrastructural development..

The more reason why Abdusalami's peace committee advice to Buhari is very appropriate, the veracity of such allegations needs to be investigated, parties involved questioned before any public statements on such matters.
I hope APC leaders like Oshiomhole is not pushing Buhari too hard to force him playing to the gallery.

Makes a good slogan on the papers and in beer parlors!
Unfortunately, it's supposed to be coming from a serious minded and corruption fighting Buhari.
Why is he making a joke and a fool of himselfhuh

Which sane country in africa will obtain a loan of that mangitude to build airports. What impact does expansion of airports have on the common man? Ethiopia, congo took similar loand and they all embarked on rail project expansion in order to revive and improve their transport sector. Even with so much money allocated, many of the airport projects accross the country are nothing but fallow projects. NOI, in her statements only said the money was not marked for rail projects but for projects that are not of direct economice impact. Now we know this woman never meant well for the common man in the street. This project has been long over due according to economic experts. The lagos-kano rail project would have been a game changer for our economy but this controversial woman chose otherwise. God will surely repay this woman in her own coin.

Did you follow the thread at all?

Various projects were tabled to China Exim Bank for consideration. Lagos-Ibadan though presented was not approved for funding. And no money from Exim Bank allocated for other projects was used to do it.

Obviously it's credible to present many different projects together or seperately for funding. Nowhere is it proven that airports upgrade project wasn't tabled to the Chinese. The Chinese are meticulous and would not just release monies if unhappy with milestones previously agreed to trigger the next phase of funds release.

Now, were the projects not done by the Chinese themselves inflated? Hmmmm...........there will would have a better chance of catching some people. grin cheesy

I hope these noisemakers know that the Chinese , meaning Chinese contractors are the ones building the several international airport terminals across the country.
To say airports where not in the initial loan proposal is simply being stupid grin grin

Wait! The loan is meant for rail projects ba? In a situation where loans meant for the rail sector is being used for expansion of airport terminals, hydro electric power projects and a galaxy backbone project, is that not diversion? How does expansion of airport terminal affect development of the rail sector? Buhari said and I quote: President Muhammed Buhari Monday in Abuja
called for an explanation from the Ministry of
Finance on the foreign loans obtained for rail
projects but diverted to other purposes.
Speaking at the end of a presentation on the
Ministry of Transport by the Permanent
Secretary, Mohammed Bashar at the
Presidential Villa, President Buhari said that it
was disappointing to find that foreign loans
obtained in line with signed agreements were
moved from one project to another.
“I hope that due process was followed before
such diversions were carried out. Taking money
from one project to another has to be done
properly,” Garba Shehu, his senior special
assistant on media and publicity, quoted the
President as saying.
Mr. Buhari was reacting to the specific instance
of the diversion of a substantial part of the loan
of USD1.005 billion from the Chinese Exim
Bank, obtained for the construction of a
standard gauge rail line linking Lagos to Kano
but which was moved elsewhere.
. Source:www.premiumtimesng.com/news/188134-buhari-launches-probe-into-alleged-diversion-of-1billion-loan-for-rail-projects.html Now, how is this NOI statement different from Buhari's statement? Was the loan meant for airport terminal expansion?

Are we to accept her version that the permanent Secretary didn't know what he was talking about in his own ministry?
Okonjo's service to Nigeria under GEJ should be part of the probe of his government.
So sad that when this woman takes us on her brand of gymnastics, she safely assumes we are all fools. To think that she is inferring that the Permanent Secretary doesn't know what he was saying may mean that they have 2 separate agreements with the chinese govt: the one with NOI/Jonathan and the dummy that was sold to the ministry and the public. On an aside, does it mean that the most of the credits to the past administration were executed with loans after earning the highest revenue in history? The more reason we need a lot of probes to ascertain if these have not been drawn as 'Capital Projects' on the budget at some point.

I kniw d issue is d Kano-Lagos line. But it is quite worrisome we borrowed billions in a time of boom and we still did not grow our foreign reserve. in fact we shrunk it. somewhere along the line, we even spent $500m on some phony street cameras. yes, we should not digress from the issue. But it seems to raise more questions than answers. were Nigerians aware we were borrowing to fix the airport and co. From China sef? their products are unbelievably substandrd. who has been to the NCC building? they have replaced to elevators with European brandd and the building did not even come with central cooling. na so so wall dem dey break. $2b is not toy the way we just dey talk. probably will pay bacl as much as $4b. so what was Okonjo's achievement really?

It's only imperative for the govt to source for loans to carryout a wide array of strategic projects and pay in a manner that will not hurt the recurrent expenditure ,if not Nigerians like u would be busy crying that the govt has layed off workers cos they were trying to reduce recurrent expenditure.

“The alleged diversion has no substance for the simple reason that the Kano-Lagos project was not even among the projects presented for funding by the China EximBank for several strategic infrastructural projects across the country.

“In fact, it was the Lagos–Ibadan rail project, not Lagos-Kano rail project that was proposed in the original application to the China-EximBank. But in the end, no funds were assigned for the Lagos-Ibadan rail project by the China-EximBank.”

I have passed through MMA and Lagos airport more than 15 times in the last 2 years and I have not seen a Chinese contractor on site. I have seen some shoddy work which has no correlation whatsoever to the kind of money mentioned here. These thieves go out and obtain what looks like a structured sovereign loan which is immediately undermined by applying same to general pool of non specific discretionary projects. THIEF is NOI!!!!

Port Harcourt terminal is a mockery of an upgraded terminal, the arrival terminal not existing and no work is going on it, the "finished" departure terminal has no toilet after security so people have to pass thru security several times before boarding to ease themselves, air conditioning not working and already falling apart in less that 3 years.

However, judging by the status of work on the Abuja Light Rail project so far, I can say that most of the funds had been diverted to private pockets.
