The only remedy to this unfortunate 'tragedy of the commons' is for the governments at all levels to come out forcefully and enforce the
rules of law, that is there must be established grazing reserves in all the States of the Federation as well as cattle routes where the cattle can have a right of way to reach the reserves so created. This then calls for the understanding of the local people who always encroach on these routes and reserves by claiming that the land was theirs and nobody has the right to use them. There was no such conflict during the Sardauna period because he made sure that all the two parties - the cattle rearers and the farmers - respected the law.
