Whynotthetruth:

Smart submission as always...thanks

Someone challenged me about porous borders and activities of custom men there as evidence of corruption...

I had to explain that border patrol is primarily a function of Nigeria Immigration Service cum other security agencies...Customs to end such heinous acts of officials at borders need to continue with the automation of their activities which has gained substantial ground under Jonathan/Dikko era...hence only need to be extended to such other areas that are yet to be incorporated. With technology, such sharp practices will reduce drastically.

Though an average Nigerian will still prefer to "sort" custom official than do the right thing. Remember, we erroneously make corruption a federal disease while it is a national epidemic ingrained in the system of an average Nigerian who would prefer to cut corners than follow due process. An APC stalwart here was caught shortchanging service providers cheesygrin Isn't it stealing and corruption in his own cadre? while he sits at home insulting Jonathan as corrupt and cause of his problem. But truth is, he is a thief operating in his own constituency for now, pending when given national recognition to upgrade his looting expertise there gringrin

Whynotthetruth:

1)Have Buhari considered the injustice therein in denying a worker deserved freedom for career growth by leasing out top positions in any organization?
CG of customs is a political appointment so nobody was denied career growth. CBN boss was brought from outside so was the NNPC boss and other government agencies.
There's a reason why the constitution gave power the president to make that appointment.
Whynotthetruth:

2)Did Buhari consider the danger of low morale among workers and other disastrous effects of such disincentive?

There's no way it can cause moral because most employees in the civil service (plus the military and para military) know that heading the various government institutions is a political appointment and not by automatic promotion.

Whynotthetruth:

3)Did Buhari consider how long and the cost in terms of resources and time it will cost the country to train and teach an outsider(in this case; Hameed Ali) the custom job?

What training are you talking about? Hammed Ali is not going into the field... He's an administrative head, he's ruled a state so he should know one or two things about running an agency.

Whynotthetruth:

4)Isn't Hameed Ali going to be tutored about the job requirements and processes by same officers that supposedly failed Buhari's integrity test?

Tutored in what? You do know there are training manuals right and there's a thing called self learning?

Whynotthetruth:

5)Hameed Ali sure like men of his age isn't ICT compliant in the actual sense of it. How is he going to effect topnotch positive changes and improve on systems he doesn't understand or protocols he isn't familiar with? ...Isn't this a square peg in a round hole?

Who told you Hammed Ali is ICT compliant? Assumption is the mother of all f**k ups
Whynotthetruth:

6)Isn't Buhari by this appointment endangering the successes already recorded under previous administration in Nigeria Customs?

How? Read the earlier comment about making assumptions.

Whynotthetruth:

7)If the story that top officers failed integrity test of Buhari is true(though to me, it is a lie); hence his choice of outsider, Will his appointee become an omnipresent to oversee this agency with only corrupt officials and personnels? Won't it be better if Buhari sacked all custom personnels and seek new angelic personnels?

The fish rots from the head. E.g In sports, all you need to do is to change the coach and the results are different. Apply that analogy here.

The statement by the spokesman for the government, Femi Adesina only ended up adding salt to injury. It was a big slap on the faces of easterners. This is a government which is solely based on nepotism and bias, and that is clear for all to see.
Also, the reformation and restructuring programme undertaken by the GEJ administration is the reason the country's institutions and economy is still standing, despite the Global economic meltdown. But this cannot hold for long, especially with the new administration's lackadaisical approach to governance, their uncreative ability to continue on the laudable programmes of the last administration, and the recent events in the globe. If care is not taken, we will be facing the worst economic collapse since the days of SAP.

1)Since permanent secretary is a political appointment, why aren't they taken from banking sector or any other field outside civil service?

2)If your sports analogy is right, why do teams lose?

3)An administrator(Hameed Ali) with no knowledge of customs operations cannot function effectively neither can he effect any positive change there because he lacks prerequisite knowledge...He's a military man and now a farmer, is there relationship between that and his present role?...Dikko succeeded because he had some afore knowledge of the sector...

See what you were required to address with respect to the concerns of the framers of this gazette

Did President Muhammadu Buhari make a procedural mistake in appointing Hameed Ali, a retired colonel, as the comptroller-general (CG) of Nigeria Customs Service?

According to section 3.11:1 of the Federal Republic of Nigeria Official Gazette No 24 Vol. 89 of 25th March 2002, the choice of the comptroller-general of customs shall be by “appointment of a suitable Deputy Comptroller-General of Customs (General Duty)”.

This guideline is on page 226 of the gazette — which is an administrative publication of established procedures, orders and regulations.

A strict interpretation of the gazette would suggest that Ali was not qualified for the CG position since he was neither a customs officer nor a deputy comptroller-general.

1) Go and read the civil service rules. The answer to your question is there.

2) You need to understand the sports analogy very well. Besides i never said they win (comprehension is very important when reading)

3) What's the prerequisite to be president or a business owner?

What is Hameed's brief is to introduce professionalism, punctuality, efficiency and a sense of service to customs? Do you need special customs training for that?
You have no idea what Buhari want's to achieve in his custom "reforms" so all your points are moot until you can prove that Col Hammed is not suitable to achieving that.
