A Case Study of Nigeria Customs...

We have been bamboozled with tales of President Buhari seeking only men of integrity and technocrats to appoint in his cabinet and not any tainted character. Unfortunately some section of Nigeria like South-East failed this integrity and technocrats test woefully, hence nobody was appointed from among them, not even the brilliant, smart and dedicated; Dr. Ogbonnaya Onu who contributed the entire ANPP to the merger that born APC. I believe he will be gnashing him teeth in regret now, knowing that other power blocks in that marriage has been duly compensated but him. Forget the story of there are more appointments coming; those are more like "observer" offices/appointments. Also remember, the North will participate in sharing this remaining largesse again as stipulated by the Nigerian constitution. It's laughable that while northerners enjoy their appointments silently, my southern brothers remain awake defending these northern appointments.

Back to our topic; Retired Col. Hameed Ali was recently appointed Controller General of Nigerian Customs; an important revenue generating agency to the federation which has enjoyed its fair share of controversy with regard to corruption perception.

An undeniable fact is that under Jonathan administration, Nigeria Custom led by Alhaji. Abdullahi Dikko underwent several restructuring and automation of its activities(technology revolution). Which in itself is good and allows for blocking leakages, increasing government's revenue base, and ensuring strong cum sustainable institutions. Yes, we need strong institutions and not strong individuals in modern democratic world. And that's a proactive way of nipping corruption and looting in the bud(Remember, yam & goat analogy of Goodluck Jonathan). No less organization than World Customs Organization celebrated Nigeria Customs under previous administration and they also attracted several accolades from partners in the same line. http://hallmarknews.com/wco-may-expel-nigeria-customs-over-appointment-of-non-professional-as-cg/

There are many sides to this issue of Buhari having trust issues, and Custom officials supposedly failing integrity test. Appointing an outsider has many demerits than merits here viz;

1)Have Buhari considered the injustice therein in denying a worker deserved freedom for career growth by leasing out top positions in any organization?

2)Did Buhari consider the danger of low morale among workers and other disastrous effects of such disincentive?

3)Did Buhari consider how long and the cost in terms of resources and time it will cost the country to train and teach an outsider(in this case; Hameed Ali) the custom job?

4)Isn't Hameed Ali going to be tutored about the job requirements and processes by same officers that supposedly failed Buhari's integrity test?

5)Hameed Ali sure like men of his age isn't ICT compliant in the actual sense of it. How is he going to effect topnotch positive changes and improve on systems he doesn't understand or protocols he isn't familiar with? ...Isn't this a square peg in a round hole?

6)Isn't Buhari by this appointment endangering the successes already recorded under previous administration in Nigeria Customs?

7)If the story that top officers failed integrity test of Buhari is true(though to me, it is a lie); hence his choice of outsider, Will his appointee become an omnipresent to oversee this agency with only corrupt officials and personnels? Won't it be better if Buhari sacked all custom personnels and seek new angelic personnels?


Suffice it to say that, we need strong institutions using technological initiatives as evidenced in last administration of Jonathan introducing IPPIS, TSA, etc to block leakages and combat corrupt tendencies efficiently; and not looking for superhuman or strong individuals, who jeopardize the system by their lack of experience in such "strange grounds", ICT knowledge(prerequisite in modern world activities), and worker's welfare cum career progression. An analogue brain no matter how well intentioned cannot decode a digital challenge. No sector is bereft of sincere and intelligent individuals and none is an abode for thieves too. Let's get it right always nationally not sectionally.

Ordinary Nigerian cannot fathom or evaluate the cost of training hence can't understand the disservice and implications of grafting unknown outsider into a system that is so broad and technologically driven.

Even the framers of subsisting gazette on choice of comptroller general envisaged the benefits before inculcating such guidelines.

The justification for the choice of Col. Hameed Ali is preposterous and it endangers corporate teamwork and breaks supply chains.

Just to point out RTD Col Hameed Ali has not even resumed work n going by what is being said, he is likely to reject the appointment but this is yet to be confirmed. Meanwhile certain Mr Atte is acting as the CG.

Someone challenged me about porous borders and activities of custom men there as evidence of corruption...

I had to explain that border patrol is primarily a function of Nigeria Immigration Service cum other security agencies...Customs to end such heinous acts of officials at borders need to continue with the automation of their activities which has gained substantial ground under Jonathan/Dikko era...hence only need to be extended to such other areas that are yet to be incorporated. With technology, such sharp practices will reduce drastically.

Though an average Nigerian will still prefer to "sort" custom official than do the right thing. Remember, we erroneously make corruption a federal disease while it is a national epidemic ingrained in the system of an average Nigerian who would prefer to cut corners than follow due process. An APC stalwart here was caught shortchanging service providers cheesygrin Isn't it stealing and corruption in his own cadre? while he sits at home insulting Jonathan as corrupt and cause of his problem. But truth is, he is a thief operating in his own constituency for now, pending when given national recognition to upgrade his looting expertise there gringrin

Good to know...Nigerians due to knack for power will jump at appointments they know from onset they have nothing to offer such group or MDA...My respect for Ali Hameed will skyrocket if he rejects the appointment based on reasons stated above...because he may end up doing more harm than good to that agency...

Haven you heard that your appointed messiah has refused to accept the job because he cannot do the job. PMB has sent several persons to go beg Ali yet he has refused to accept it. Ali had tot that he will be appointed as the CoS haven worked in that capacity for PMB in thick and thin. PMB played him out and gave that position to another. It is amazing how we support people. We should stop mortgaging our future. These old men have all lived their lives. We should be able to say the correct them while they trying to make things work better in the country for us.

Thanks boss...Most APC supporters here see criticism from point of view of an enemy talking...Reason why leaders fail...

Moreover, Buhari was governor at late 20's or early 30's just like most of these other old men that populate our political system... while youths instead of asking for space to explore their leadership skills, would rather these old men continue while they act as touts, thugs, and hatchet men for them...

Most Nigerians are not aware that major problem in civil/public service is absolute documentations where paperworks and procedures are kept and maintained against what goes-on on the background hence auditors and outsiders are kept in limbo.

It takes a regenerated insider who buys into the anti-corruption vision of Mr President to challenge these paperworks.

Nigerians even pay court clerks different amount from what is written on the receipts issued without complaining or putting up a fight.

Regrets for consequences of our actions (if caught) is not called repentance because the propensity to repeat the crime is still subconsciously ingrained.

Kachikwu, NNPC boss is a professional in same field he was appointed having been with ExxonMobil from where he came...

Diezani came from Shell...

These are technocrats or career professionals still operating in the same field of specialization...

Was Hameed Ali a custom officer before now

Hasn't he retired from active service to be appointed back like Daura of DSS to occupy positions which primarily belong to folks still in active service which aren't political office...

Is like you haven't grasp what the bone of contention is. There is a subsisting gazette detailing the procedures for choosing a substantive Comptroller General of Customs which President Buhari flaunted.

Though not part of the statues establishing Nigerian Customs, it categorically states that comptroller general be chosen from the current assistants hence your question is unexpected.
