The most likely reason is: her data has not bn uploaded into the database. I hv same problem during my time. My data n dt of many in my deptmnt was not uploaded until 16 days after d reg started. So keep calm.
Never-the-less keep trying diff permutations (it work for some), and keep contacting those who can help.

Igwe N. Emmanuel Mr NYSC 2015 kano who served at 73 battalion Janguza barracks as his place of primary assignment (PPA) undertook a total of 7 projects which were.;
1. Free Adult Education
2. Free HIV and Hepatitis test and counseling
3. Vocational skills Acquisition training and entrepreneurs seminar
4. Donation of 1000 NOTE BOOKS to students in government schools
5. Organizes inter school quiz and debate with prizes for the winners.
The funds for these hug projects cost a total sum of N 741,900 and was gotten from different sources such as;
* Schools
* Individuals
* Fund raising
* Appreciation from training
* Letter of appeal

These projects awarded him the following *Recommendation letters
*Commendation letters
*Merit awards and
*Certificates of merit.

u need to get a clearance from ur state secretariat which u'll take to ur ppa. In return ur ppa will give u a release letter, u take it to both ur LGI and ZI, tthe'll sign it. After which u take it back to ur state cordinator who'll instruct dia iCT dept to activate ur relocation letter for u
