mrvitalis:The constitution makes it mandatory for the President to appoint ministers (with the consent of the Senate. Although the president is the Chief executive, he still has to follow the law. And by law and convention, the minister is the head of a ministry; a perm sec (if there is a minister) cannot directly submit a memo to the president without going through the minister. |

That's the problem with some people. Even Local Government Chairmen appoint supervisors (Minister equivalent at Local Government Level). Without a minister all we'll be having is Sole-Administratorship where the President issues directives to civil servants Nigeria36: |

Before you start feeling cool, ministers are simply the representative of the president in those ministry and there is nothing they do that permanent secs can not achieve.
