Though l know such did happen way back, where during filling the forms for the entrance examination some parents from the South, did fill in Northern states as their state of origin to boot their children chances to get admitted. Had a classmate in primary school who is from Imo state like me, his parents outsmarted the system by filling in Sokoto state as his state of origin and that got him FGC Ijanikin.

Not outsmarting bro,the quota was given to those states but nobody to fill in the quota (space), so next thing they do is to use other candidates to fill in
