can you deal with a 2002 chevrolet astro or u just do fords?

the car has really poor mileage uses 100+ liters for a distance of about 138 miles.

no black smoke from exhaust
no codes when scanned

No, I can't handle Chevrolet but only Ford, I believe your Chevy Mechanic should be able to get to the root. 100+ lits of fuel for about 135 miles is extremely outrageous. No black smoke means the system is pouring fuel that is fully combusted. No code means the consumption of fuel is proportional to the operation of the electronic structure design of the engine. So the problem may be within compression ratio/volumetric efficiency in relative to the effect on the vehicle ie load and frictional forces.

in short you are saying it could be an ECU thingy.

No is not an ECU, any ECU fault will store in its memory and diagnostic tools will be able to pick it.
