As a way of escaping the Treasury single Account (TSA) crisis, the Nigeria Maritime Safety and Administration (NIMASA) management has illegally withdrawn a whopping sum of N1.23billion from the Central Bank of Nigeria (CBN). The withdrawal came in the form of double alerts within 24hrs into the accounts of all the staff and staff are now wondering if it is a salary advance for the month of October and November. In what officials of the Federal Ministry of Finance have discovered and being perceived as fraudulent, the officials are now concerned if the amount which has been traced as a total double withdrawal of N615 million is a deliberate attempt to withdraw the Agency salary for the months of October and November, which is against the principle of TSA. The over 1,400 staff of NIMASA on Monday October 12, 2015, got double alerts crediting their various bank accounts with unsolicited payments, which were later confirmed to be double salary payments for the months of October and November, just after their September salaries were paid last week. Following this, some staff had already commenced withdrawal of same. A staff whose monthly salary is N526,000 was credited twice to the tune of N1,052,000 (one million fifty two thousand naira) and just like her other colleagues, is confused about the whole payment wondering what was the intention of the management. However, confirming the illegal withdrawal from CBN by the Agency, the Acting Director of Finance, Mr. Olayemi Abass in a text message noted that “staff are advised to desist from any withdrawal of such funds until further directives”. However, officials in the Finance Ministry in Abuja who pleaded anonymity noted that it must have happened either as a result of an attempt to outsmart the TSA system and a deliberate effort to defraud the Federal Government, or a smack of incompetence on the part of NIMASA management to pay such huge funds out in this austere times and in the light of the change mantra of the Federal Government. He stated that “in all the years of my working life I have never seen such a thing we will surely get to the bottom of it as I am certain that this is an attempted fraud. Staff of the Agency across the country have since yesterday been in state of shock that such huge amount could be fleeced from the system with relative ease, as they are concerned that though unsolicited, this has put huge cash in their hands and thus, they may be embarking on spending spree which could ultimately lead to unbudgeted spending. MDA's cannot withdraw from the TSA once the revenue hits the account. I don't believe this report to be the absolute reflection of what truly happened. |

It is the IPPIS system which shuts down after officials attempted to divert the salaries of workers. This gross mistake was purposefully done to take away the credit from Dr Iweala and Jonathan's initiative and institutionalized system against corruption hence they attributed it to TSA.
