This is epic grin good to know there are still Nigerians who are not discomfited by flair and overconfident oratory devoid of any convincing facts.... well done OP!
TonyeBarcanista:
At the ministerial screening earlier today ex-Lagos state governor Raji Fashola was asked a direct question regarding the N78million appropriated for the building of personal website. Here was Fashola's response...

While we all agree that award of contract is an Institutional process, FASHOLA refused to tell the Senate that the process is only finalised when the relevant commissioner in charge of the affected ministry append his/her signature as prescribed by Section 30(5) of Lagos State Public procurement Law (2011) which Fashola signed into law... In fact subsection 5 was very clear...

30.— (1)   There is established by this Law in each of the State’s Ministry, Extra-ministerial Office/Department/Agency, Parastatal, Corporation, a Tenders’ Board.

(2)   Subject to the approval of the Board, the Agency shall from time to time prescribe the membership of the Tenders’ Board.

(3)   The Tenders’ Board shall have power to award and be responsible for the procurements of goods, works and services within the benchmark set in the Regulations to this Law.

(4)   In all cases where there is a need for pre-qualifications, the Chairman of the Tenders’ Board shall constitute a technical evaluation subcommittee of the Tenders’ Board charged with the responsibility for the evaluation of bids which shall be made up of professional staff of the procuring entity and the Secretary of the Tenders Board who shall also be the Chairman of the Evaluation subcommittee.

(5)   The decision of the Tenders’ Board shall be communicated to the Commissioner for implementation.

Fashola Indicts Himself:
From the section (SPECIFICALLY subsection 5) it is expressly clear that the Fashola's administration through the affected Commissioner 'okayed' the contract to be awarded at that RIDICULOUS amount. We should also note that Commissioners are not elected but appointed by Governors and they report to Governors. That means the affected Commissioner must have reported the said contract to then Governor Fashola while reporting the activities of his ministry to his boss.

Looking at the defence that Fashola put up and placing it side by side with procedure, two things can be deduced;

1. Fashola was aware of the whole thing but deliberately LIED before the Senate to cover his track. He was fully aware of the deal. The job of the Commissioner is to ensure that contracts by the Tender Board is in the public interest. His/her signature is a testament of endorsement. Fashola as briefed but deliberately refused to revoke nor question the contract. In fact, he was silent about it until Ambode raised alarm. OR

2. Fashola was not aware thereby making him complacent of his duties as governor of Lagos state. If this is true (which is doubtful), then we beg to ask how many more inflated contracts went undetected by the Governor? This second is a statement of incompetence.

Both 1 and 2 are indicting if we look at them from any angle..

The 'I Never Signed Chequ' Holds No Water
The Fashola's 'I never signed cheque' statement is untenable anywhere. No Governor or Presidents signs cheque for the award of contract in Nigeria. There are Accountants that effect payment. What is required of the political officers is to APPROVE contracts for the Accountants to issue cheques. So why should Fashola use that as defence? Let me also remind all that NO Governor or President 'steal' or inflate contracts directly! The process to loot has always been INFLATION of contracts through relevant Commissioners/D-Gs etc.

It is however unfortunate that the Senate FAILED to ask relevant question but instead nod their heads in ignorance. It is very shameful that the same Nigerians that called for the head of Princess Stella Oduah over the N260million vehicle were singing Fashola's praise for the shabby defence that he put up.

May God Bless Us All

its funny ow nigerians talk like illiterates atimes...before making an allegation, they should get facts and let the appropriate professionals assess it...the terms and conditions to it..there are many ways to actually make money without actually inflating it when there are many clauses on the contract that may never be activated but has been paid for eg...would i have the time to constantly come and assign roles to your new staff when i would have empowered a senior staff as an equal "administrator"?or be going into all the ministries manually to collect cummulative dat when i can easily schedule a competent software to do the task and send to me via the internet or even ask my own staff to go there on a monthly, quartely period to collect the data...
in other terms, the website may even be serviced by a foreign company which in turn is handled by a middleman who acts as an agency
they should gather or request all these facts before they make allegations...
im not ruling out the fact that it was loaded but lets see the terms and conditions of such contract first...
It's like saying since we both have same year model Toyota Camry, we must have paid the same amount when in fact the most logical thing to do is to first ascertain what extra details, warranty, acquaintance plans and other options I spent extra money on when buying mine.

Bottom line, making such allegations without facts stating exactly what was order and the general scope of the contract was thoughtless, ignorant and irresponsible...

...but you common sense just failed you since this is not just about one website.

The contract called for not just the website, but multiple websites, maintaining and uploading thousands of photos and videos on multiple media platforms and lifetime maintenance.

Now, for you to openly assert that this cost too much, don't you first have to give us your own idea of the normal going rate/price to do everything the contract demanded and also how much you charge for man hours to maintain these websites for life or for the rest of your life since lifetime maintenance remains part of the contract.

The point remains that if we don't frown and criticize such lapses, it becomes a continous event. Which is why our leaders do as they please and feel they can get away with it.... The burden of proof is not on the former governor to prove his critics wrong, it is on the critics to set forth with their facts which they are yet to do.

The former governor rightfully asserted that such matters are resolved in courts of law where facts and tabled for adjudications, not on the pages of newspapers or the internet.

So, where are the critics with their facts? Are they expecting BRF to probe himself, prosecute and jail himself? That's for the critics and the courts to decide so they are free to do just that when they are ready with their facts.

My conclusion after yesterday was that,

1. My dear Fashola is not as spotless as l think.

But I still love him bcs l know he can deliver anytime.
He doesn't award contracts, other state institutions are responsible for all that and the state legislature constitutionally created the institutions with oversight and financial/budgetary authority on the institutions so it is up to the legislature to question, probe or sanction the institutions at any wrongdoing.

In a democracy, it's called separation of powers.

BRF lectured the Nigerian senate and Nigerians in general about governance and democracy, but sounds like you did not get that lecture..

I know you are a certified sycophant, so I don't really need to drag issues with you.

1) Since after Buhari became president, he has received praises for the small amount of guests he takes along with him when traveling and the amount his government spent for independence day celebration.
Did Jonathan commit any crime by spending large amount on independence day celebrations and by carrying large guests when traveling? So why were people castigating him? I'm 100% sure you were among the people.
Was it not because it was morally wrong for his government to spend such obscene amount on things that have no economic importance? What value will a N78 million website add to the economy? there are still a thousand and one problems in lagos and they are budgeting 78 million for website and you are happy about it because he is from APC

2) Except you refused to contaminate your eyes with the truth, there were many articles on cost of running websites that sprung up during that period, and all the articles pointed in one direction - the price was over-inflated! Did you bother to check the webmasters section of nairaland during that period?

3) As I said earlier, you are a sycophant so I don't need to drag issues with you! Since you have privy details of the contract that even Fashola doesn't have, tell us the other websites so that we can check it out! Fashola is ashamed of that contract, that's why he was trying to push the blame to the ministry and tender board footsteps, so just stop trying to defend it, it makes you look silly.
