Most southerner's especially the south south and south east are not attracted to government jobs due to MANY REASONS. Most of them prefer private sector jobs and entrepreneurship.
Some of the reasons : there is no merit and mediocrity is the order of the day in Government job.
The south east is still suffering the effect of the civil war ( that explains why most Igbos won't support war again in the struggle for Biafra).
Finally, most people from the south don't see government job as financially attractive.
There are more reasons...the above are just the few I can tell you.
