haba babe, try and have a mind of your own and use it rationally: the south east has jus 5 states and got 11 slots while the north which has 19 states from north west, north east and north central has 21.
doin this maths gives the south east an average of 2.2 and the north has 1.1
any reasonable comparative analysis should be based on this figures
