There are many things to look at. Prostitution within Edo is mostly by students of which many are from other states. Students are likely to be fairly aware of HIV risk and hopefully some use condom.

Edo state people involved in the oldest profession are mostly abroad. HIV rates in Italy, Spain, France, Germany that have bulk of those prostitutes have pretty low HIV rates. Even if they were reckless in those countries and do it raw, their chances of catching it are still relatively low. Those prostitutes hardly ever return to play home league.

There is a good healthcare system in those countries with a good outreach programme enlightening and providing free condoms to oloshos.

In some oyinbo countries were oloshoism is legalised, there are frequently STI/HIV tests on them in the interest of public health.

However, ranking is irrelevant and could vary from village to village, town to town intra-state. Nobody should relax on this account.

the only thing rivers has is just oil companies n most of their staff are not employed from d state. they were employed in other States and relocated.

beside d money is only directed to those working wit oil companies not dt individuals is rich.

Even though I like your analysis but I beg to disagree. The Hiv prevalence rate observed in rivers has never been this bad for a long time in Nigeria. Taraba being the second is another baffling case. Though both States have always been at the top rankings in this regard.
Now back to your analysis... For every 1m persons in rivers, 152k has hiv , so for 5m,you get as much as 760k.Now tell me how that rank with 324k that you calculated. There should be a special intervention on those states with so high prevalence rates... Those figures are just pretty high...

Prevalence rate in Benue has reduced drastically. As at last year, they were ranked 7th. They embraced free HIV test to know their status and utilised PLWHA facilities.
