That is prophecy according to biblical scriptures.

Just to add: Prophecy points you to God and not man (irrepective of his title).

Whilst it may involve telling God's people about future event for them to take certain actions, it is not limited to future. It is not about predicting who will win a football match or who will be a governor. If it's just about that without a specific message for God's people it will be a prediction not prophecy.

A chinese man told me that many years ago when he was in secondary school he visited siberia where a monk told him "you will have 3 children". According to him he laughed and told his friend "he doesn't know about one child policy". He later won a scholarship to study in England where he married, became a british citizen and had 3 children (not triplet). That was a prediction that actually came true. IT does not pass a prophesy in the bible.
