There is no one on earth that is not corrupt but not every one steals, kills, and rape etc. In other words a thief, killer and a rapist can be arrested but a corrupt person can't be because he is corrupt but has not committed any crime in particular.

For instance thinking of stealing is corruption of the mind but until I execute my thought or steal I am still innocent.
